Sam, that's against BSA policy. Is it possible that your SM doesn't know this? There's a very good discussion of this at Merit Badge FAQs [http://www.meritbadge.net/phpbb/viewtopic.php?f=48&t=2597]. The bottom line is "Any Boy Scout may earn any merit badge at any time. You don't need to have had rank advancement to be eligible." -- That's direct from Boy Scout Requirements #33216.

Take a look at the discussion forum. Follow some of the links, and print it our for your SM. If he refuses to follow BSA policy, go to your Committee Chair. If neither will comply with BSA policy, I'd advise looking for a new troop. Are you local? There are some EXCELLENT ones in the area.

what are your thoughts on a troop not allowing any merit badges for a period of time...until they get first rank? They are also not allowed to ask for a camping badge either. Some of our scouts have been in scouting for 3 years and still don't have any documentation of camp outs.
Thoughts?

Hi guys-
I stumbled onto your site. I have two sons who are scouts: Andrew is an Eagle, and Jackson is a Life Scout.
In 1980, I earned my 121st merit badge, two days before my 18th birhtday. Got 'em all. I was in Newsweek and on Good Morning, America with David Hartmann.
I wish you luck.
I'd like to follow your success!
I'm here to encourage you both.
