		<description>Great website!  A couple of things though:  On Insect Study there is no longer the requirement to mount insects.  Fishing and Fly fishing now require only 1 fish.  There are other changes that have been made on many badges.  You might need to check all of the badges out.  I also heard that Bugling might be discontinued next year.  We are very disappointed with Scuba also.  The price in northern Illinois is about $370 to get certified.  My wife and I thought that the merit badge should have been the &quot;taste&quot; and the Scuba BSA should have been the program you needed to get certified.  Scouting Heritage is also strange.  Check out requirement 4a,b.  I found this site also and spoke to the guy in charge.  What a great idea he has!  http://www.meritbadgeknot.com/

The bottom line is &quot;Any Boy Scout may earn any merit badge at any time. You don&#039;t need to have had rank advancement to be eligible.&quot; -- That&#039;s direct from Boy Scout Requirements #33216.

Take a look at the discussion forum.  Follow some of the links, and print it our for your SM.  If he refuses to follow BSA policy, go to your Committee Chair.  If neither will comply with BSA policy, I&#039;d advise looking for a new troop.  Are you local?  There are some EXCELLENT ones in the area.</description>

		<description>what are your thoughts on a troop not allowing any merit badges for a period of time...until they get first rank?  They are also not allowed to ask for a camping badge either.  Some of our scouts have been in scouting for 3 years and still don&#039;t have any documentation of camp outs.
